The Nordic Council of Ministers has released a policy brief titled Rooting for the Rural: Changing narratives and creating opportunities for Nordic rural youth , which delves into the importance of understanding and supporting the priorities of young people in Nordic rural regions to ensure these communities thrive. The paper investigates what young people need and want, their aspirations and ideas, and the solutions they propose to policymakers that could attract them back to rural areas.
The project was guided by the following overarching questions:
What is important for Nordic young people when it comes to living and working in rural areas?
What concrete enablers and solutions do young people identify as central to solving challenges or barriers to settling in rural areas?
Moreover, how can we create and enhance opportunities for rural youth to realise their potential and make the most of – and make the greatest contribution to – their communities, thereby changing prevailing narratives regarding young people in rural areas?
And how can we make sustainability in rural areas integral to the achievement of the Nordic Vision 2030?
This policy brief takes a look at the academic discourse and existing rural development narratives in the Nordic countries, as well as efforts in youth engagement, including related measures, across six thematic areas. The brief also presents the Nordic Rural Youth Panel’s 40 action points for revitalising rural areas.
Education and Traning
This report underscores the significant role that geographical location plays in shaping educational outcomes and opportunities. It highlights marked disparities between urban and rural educational settings, with urban schools often serving as benchmarks for success. Empirical evidence supports the assertion that regions with a higher percentage of educated young people have brighter socio-economic prospects, which in turn boosts social cohesion and economic performance.
Rural Education
The dropout rates and lower educational engagement in rural areas are significant concerns, attributed to these regions' inherent complexities and resource deficiencies. The report calls for targeted policy interventions to mitigate these educational gaps and enhance opportunities for rural students. Key recommendations include:
Developing and sustaining smaller schools in rural communities to enhance educational access and community integration.
Implementing mandatory internships with local businesses to provide real-world experience and bridge the educational and professional environments.
Boosting the visibility of vocational education and strengthening its ties to local industries, aiming to reduce skills mismatches and support rural economic development.
Enhancing career counseling services and ensuring curricular offerings are available in native languages to support the indigenous populations. This includes provisions for higher education in languages like Greenlandic or Sami, crucial for maintaining cultural integrity and accessibility.
In addition, the report delves into various thematic areas such as traffic and transport, housing, the labor market, health and well-being, and community and culture, to provide comprehensive guidance for Nordic rural areas. Beyond ensuring that children’s rights and youth perspectives are mainstreamed in policy development, it is vital to ensure that children and young people are able to actively engage, participate, share their knowledge and exercise their rights. Young people serve as a bridge to the future – they are a form of social and cultural glue. Without them, rural towns and villages will be but a happy memory, rather than thriving areas burgeoning with opportunities.
